April 30, 1899: Holland from Downey - Laramie, Wyoming, April 30, 1899 Dr. W. J. Holland Pittsburgh, Penna. Dear Sir: In reference to the survey by Mr. Owen I desire to say that quite recently Mr. Owen has been appointed Inspector of Surveys for the United States Government and has been taking the Civil Service examination at Cheyenne. He telegraphed me yesterday that he could make the survey at once, but could not set a date ahead as he is awaiting orders from the Interior Department, and the orders might come any day and be peremptory in their character. I note what you say in your telegram as to time etc. I think your decision to come is a wise one and that you ought to go upon the ground yourself. In the event that Mr. Owen cannot make the survey I can probably arrange for another surveyor, this I cannot determine however until tomorrow. I herewith enclose you Mr. Owen's letter.
