At times that the laws were framed paleontological researches and quest for fossils in the bad lands and the rough lands of the West were unkonwn, and the law has taken no account of such things.  Now the time has come, in the nudgement of the Director of the Museum, when an attempt should be made to protect the rights of institutions which are willing be made to protect the rights of institutions which are willing to invest large sums for the advancement of science, either to invest large sums for the advancement of science
