We regret that the withdrawal of an officer or teacher from an institution that is associated with the Foundation terminates his expectations of a retiring allowance even though he should return to an associated institution. This is one of the inconveniences of the original free pension plan. We are obliged to use some sort of withdrawal factor in estimating our prospective expenditures and this involves considering a real withdrawal as permanent.
